Vintage Photo: Bay Ridge, Brooklyn NY 1991

I haven’t figured out this street. It is confusing: the arrow indicates that it is one way; it seems to be a dead end; there are cars both sides, some in the right direction, some not.  But, they all seem to be patriotic.
